Building Safety Act 2022 - Resident Engagement
s91(1)The principal accountable person for an occupied higher-risk building must—
(a)as soon as reasonably practicable after the relevant time prepare a strategy (a “residents’ engagement strategy”) for promoting the participation of relevant persons in the making of building safety
(d)act in accordance with the strategy.
What does resident engagement require?

Residents should be consulted on building safety decisions, including the dates and times safety works are due to take place and how to mitigate disruption to residents.

The Act requires you to measure participation and engagement with residents. This should be recorded and accessible should the Building Safety Regulator request evidence.

This includes your resident engagement strategy, risk assessments, location of aids, fire strategy and contact details for those responsible for safety in the building.

Residents must have a clear process for raising a safety concern and escalating the concern if they are unhappy with the way it has been dealt with.

You should understand who lives in your building and how they wish to be communicated with. Demographics should include residents’ age, individual needs and language requirements.

Resident engagement requires you to communicate with all residents. For example, if you discover that 20% of your residents speak French, you should communicate with them in French. If your residents tend to be 80+ consider how might be best to communicate with them.

Under the Building Safety Act 2022, residents have to be informed of their duties. Empowering residents to report safety concerns and helping them to understand how to reduce fire and structural risk in the building is really important.

In line with the Building Safety Act 2022, each building 18m+ (or seven storeys), must have a resident engagement strategy and it should be shared with all residents and owners 16+.
